Scaling the Industrial Transition: Hard-to-Abate Sectors and Net-Zero Progress in 2025

WEF Hard-to-Abate Progress Report 2025: The World Economic Forum published a report assessing decarbonization progress and barriers across eight emissions-intensive sectors, including steel and cement. The report finds that, despite technological advancement in 2025, weak demand, limited financing, and policy fragmentation, among other barriers, are inhibiting the decarbonization of cement, steel, chemicals, and other emissions intensive sectors. The report identifies five strategic priorities for overcoming these barriers: 1) create standards-based demand, 2) build shared infrastructure, 3) lower the cost of capital, 4) prioritize market-ready solutions, and 5) balance top-down systems with bottom-up innovation.
